Denmark has a long history of civil service, dating all the way back to the time of the vikings. Back then, conscription was determined by landowners and seen as a punishment if you were picked. Then in 1849, when a new constitution was founded, all able bodied men became required to serve, and it became an honor. Since then, a large section of the Danish military has been made up of conscripts. It was conscripts who put up the initial defense during the German invasion in 1940. With that much experience, it's safe to say the Danes know a thing or two when it comes to Civil Defense.
